Advisory Council – a multi-disciplinary urban area regional working group within STARRS, which includes representatives from a wide variety of professional disciplines and agencies across the region
ATAC – Anti Terrorism Advisory Council within the Department of Justice coordinates anti terrorism efforts among law enforcement agencies; supports the JTTF
CBRNE – Chemical, biological, radiological, nuclear or explosive
CDC – The Centers for Disease Control and Prevention, an agency within the U.S. Department of Health and Human Services that oversees policy, research and improvements to delivery of public health services nationwide; administers regional public health grants at STARRS
CERT – Community Emergency Response Teams – a program funded by FEMA to help citizens learn about disaster preparedness and response
CERT – The Center for Emergency Response to Terrorism is a department within the Missouri DHSS which oversees programs related to public health aspects of homeland security
CRI – Cities Readiness Initiative is a regional program from the CDC intended to help large metropolitan areas to prepare for bioterrorism and pandemic illness

DHS – The U. S. Department of Homeland Security
DHSS – Missouri’s Department of Health and Senior Services oversees policy and coordinates f public health matters in the state; also administers regional public health and hospital grants at STARRS
DMAT – Disaster Medical Assistance Team is a group of medical professionals designed to provide medical care during a disaster or other event - program is sponsored by DHS
DMORT – Disaster Mortuary Operational Response Team is a group of mortuary professionals designed to provide assistance during and after a disaster with significant casualties – program is sponsored by DHS
DNR – Department of Natural Resources is the state agency in Missouri and Illinois that oversees management of the natural resources of the state
EMA – Emergency Management Agency
EMS – Emergency Medical Services
EMSystem – A web-based hospital communication system that helps to track bed capacity and is used by MedComm, area hospitals and the state of Missouri to help balance patient load
EOC – Emergency Operation Center is where incident managers plan for and manage response to critical incidents or large scale planned events
East-West Gateway Council of Governments (EWGCOG) – The metropolitan planning organization for the bi-state St. Louis region that coordinates planning and policy in transportation, the environment and, through STARRS, homeland security; serves as the fiscal agent for STARRS
ETS – Emergency patient tracking system, a method to identify and track multiple patients from field to hospital, allowing for better triage management, load balancing among hospitals and location information
FEMA – Federal Emergency Management Agency is located within DHS and is responsible for planning and coordinating federal response to disasters
GIS – Geographic Information Systems
G & T – The Office of Grants and Training is the department within DHS that assists states, regional, local and tribal entities to prevent, deter and respond to acts of terrorism
HEAR – Hospital Emergency Administrative Radio system
HEICS – Hospital Emergency Incident Command System (see ICS below)
HRSA – the Health Resources and Services Administration, located within the U. S. Department of Health and Human Services. Funds projects related to hospital preparedness for CBRNE events and pandemic illness.
ICS – The incident command system is a set of uniform rules and protocols that govern management of a critical incident (see also NIMS)

IED – Improvised explosive device, or bomb; it may be large (Oklahoma City Murrah building) or small (roadside bombs in Iraq)

IMT – Incident management teams are multi disciplinary mobile teams of emergency managers trained to assist in the management of an emergency that extends over many hours or days
ITS – Intelligent transportation system, a program administered by the Missouri Department of Transportation and the Illinois Department of Transportation to alleviate traffic congestion and improve roadway safety through the use of state-of-the-art technology
ITTF – Illinois Terrorism Task Force is a collaboration of federal state and local law enforcement officials patterned after the JTTF

MARC – The Mid-America Regional Council is the metropolitan planning organization in Kansas City that serves a function similar to East-West Gateway Council of Governments in the St. Louis area; coordinates planning and policy development on a number of issues, including transportation, the environment and public safety

MedComm – Medical Communications Center operated by STARRS which links hospitals, EMS, public health departments and other agencies to communicate and coordinate during response to critical incidents

NIMS – The National Incident Management System is a set of policies, rules, protocols and common language that are to be used nationwide to plan for, prepare, manage and respond to critical incidents
NRP – The federal government’s plan on how to respond to any major incident (disasters, terrorism etc.) anywhere in the U.S.
ODP – Office for Domestic Preparedness, [although in 2006, the name changed to Office of Grants and Training or G & T] located within the Department of Homeland Security and responsible for the UASI program
PIO – Public information officer
RFP – Request for proposal is a public request for contractors to bid on sale of equipment or delivery of services
SEMA – Missouri’s State Emergency Management Agency, administers homeland security funding for the state, including the UASI programs in St. Louis and Kansas City
SNS - The strategic national stockpile is an inventory of medicine and medical supplies to protect the public if there is a public health emergency (terrorist attack, flu outbreak, earthquake) severe enough to cause local supplies to run out - The SNS is designed to supplement and re-supply state and local public health agencies in the event of a national emergency
St. Louis Region Metropolitan Medical Response System, (SLMMRS) - a nonprofit 501c3 corporation, now doing business as STARRS. It was originally established in 2002 to coordinate planning for regional response to medical incidents
STARRS – St. Louis Area Regional Response System, the “dba” name for SLMMRS. STARRS is the organization responsible for managing regional homeland security funding and coordinating critical incident planning in the St. Louis region
TEW – Terrorist Early Warning Center gathers and analyzes information and intelligence for the purpose of detecting and preventing terrorist acts
Urban Areas Security Initiative (UASI) – a federal Homeland Security program designed to fund metropolitan areas with regional planning, equipment, training and exercises to prepare for critical incident response
USGS – United States Geological Survey is a federal source for science about the Earth, its resources, natural hazards and the environment
