Officers of the Board

Gil Copley, President and Chair, has been the Director of the Department of Community Health and the Environment for St. Charles County, Missouri since 1996. He has been a practicing public health professional for 32 years. Prior to his St. Charles tenure, he was Deputy Health Commissioner for the St. Louis City Health Department. Mr. Copley currently serves on the adjunct faculty of the St. Louis University School of Public Health. He is immediate past elected chair of the Missouri Association of Local Public Health agencies, an appointed member of the St. Charles County Local Emergency Planning Committee (LEPC), the Governor's Lead Poisoning Advisory Committee, the State Department of Health and Senior Services Bioterrorism Preparedness Committee and the St. Charles County Commission on Environmental Quality. Mr. Copley holds a Bachelor of Science degree in Business Administration from the University of Missouri - Columbia and an M.A. in Health Service Management from Webster University.

Ed Hassinger, Vice President, serves as the leader for state transportation needs in MoDOT’s St. Louis Metro District. Ed became the St. Louis District Engineer in July 2000. As district engineer, Ed is responsible for 870 employees encompassing planning, design, construction and maintenance. He has developed very strong working relationships with local and state governments to serve Franklin, Jefferson, St. Charles and St. Louis counties and the City of St. Louis. In St. Louis, Ed is emphasizing better planning with partners in the community, aggressive efforts to preserve our existing infrastructure and greater investment in the transportation system in St. Louis to promote a prosperous region. His responsibilities include addressing the challenges in managing traffic, rebuilding infrastructure, and coordinating all modes of transportation. Ed, a native of Columbia, MO, is a registered professional engineer. He started his career at MoDOT in 1984 in MoDOT’s bridge design division in Jefferson City. He also served as MoDOT’s assistant district engineer in St. Louis (1997-1999) and district engineer for MoDOT’s Northeast District Office in Hannibal.
